The New Standard for Site Safety
Since early 2023, the Hong Kong Development Bureau mandated the implementation of the Smart Site Safety System (4S) framework, to mitigate site accidents. This initiative requires the deployment of smart devices for digital oversight, such as AI-enabled cameras and a robust infrastructure to monitor real-time data and automate hazard alerts. This industry-wide shift addresses the problem in traditional manual inspections. As they are inherently intermittent, they only offer a static snapshot of site conditions that lapses the moment a supervisor moves to a different work zone.

Throughout a focused half-month deployment, we integrated OROKO into the school project’s daily operations to ensure that our workplace safety system remained active across all working hours. OROKO is a digital tracking platform built specifically for Hong Kong’s construction ecosystem, which enables real-time site data capture and automated ESG reporting.

YK Pao School provides the ideal environment for testing advanced site safety technology, as the presence of students and faculty demands constant vigilance that exceeds the capacity of human patrolling alone. Real-Time Detection with Smart Cameras


To ensure the consistent use of mandatory safety equipment, we deployed cameras with AI-backed visual sensors to automate the detection of safety helmets and reflective vests across the project’s high-traffic zones. These cameras are programmed with high-precision computer vision that identifies personnel and immediately scans for the presence of specific Personal Protection Equipment (PPE). It then applies digital bounding boxes to flag out any individual lacking the required gear, allowing our team to proactively address potential risks before they escalate into incidents.


During the trial period, we observed that replacing sporadic manual inspections with this automated Site Safety Technology allowed for continuous monitoring of personnel without disrupting the flow of live site works. The implementation of OROKO in construction safety allows us to create a safer working environment, by ensuring that all personnel are in appropriate PPE at all times.
Smart E-Locks and Hot-Work Permits
Building on the project’s security framework, we integrate smart e-locks that provide absolute control over site access and equipment storage. Unlike traditional mechanical locks, this site safety technology allows our management team to monitor the status of every access point in real-time, letting us know whether a lock is open or closed at any given moment.

By pairing this status monitoring with live GPS tracking, we ensure total compliance as the exact location of every secured asset is continuously verified on a centralised digital map. This level of oversight helps to minimise the risks associated with unauthorised entry or lost keys in a live school environment.

In tandem with physical access control, we digitise the governance of high-risk tasks through a digital hot-work permit system. By transitioning from paper-based permits to a digital interface, we established a system where every transaction record captures the precise timestamps and the specific identity of the personnel involved. This increased accountability ensures that high-risk tasks are only performed under strictly controlled conditions, where the site environment is securely maintained.
Safer Sites Through Smart Data
By deploying OROKO as our AI-powered solution for the Hong Kong 4S framework, we have shifted our approach to site coordination through a digital platform that unifies project managers and subcontractors under a single, transparent safety system.

During the initial trial at YK Pao School, we observed how the deployment of AI cameras led to a visible improvement in PPE compliance. The impact of this high-frequency detection was evident between 23 April and 6 May, where the system identified 91 instances of missing helmets and 1,438 instances of missing vests, allowing site management to address specific behavioural trends. Beyond PPE monitoring, the implementation of Smart e-locks and digital hot-work permits significantly improved access control and permit visibility, increasing individual accountability and reducing the reliance on paper-based coordination.

Even though these results are observations from an initial trial, they demonstrate a transition from a reactive response model to a proactive prevention approach. By operating on live data, OROKO identifies risks in advance, proving that digital oversight is the most effective way to maintain high-performance safety standards and regulatory alignment in Hong Kong’s complex construction landscape.
